Swachh Bharat Mission (SBM) was launched on 2 October 2014 (Gandhi Jayanti) to eliminate open defecation in India. Under Phase II (SBM-G 2.0, 2020–2025), the focus is on ODF-Plus (maintaining open defecation-free villages) and constructing toilets for households left out in Phase I. Rural households without toilets receive ₹12,000 (for individual household latrines — IHHL) and construction support. SBM-Urban 2.0 targets processing solid and liquid waste and all urban households having access to toilets. Applications are made via sbm.gov.in.

Eligibility Criteria
Rural: Households without an existing toilet; BPL families, SC/ST, PMAY-G beneficiaries, AAY families, and persons with disabilities given top priority; must be permanent residents of the village; Urban: Urban households without access to individual toilets — apply via ward sanitation officer; any household without a toilet can apply

How to Apply
Apply Online on SBM Portal
onlineGo to sbm.gov.in → "IHHL Registration" → log in with your mobile number (OTP) → fill in your Aadhaar, name, address, Gram Panchayat, village, bank account details → submit. You receive an Application Reference Number via SMS.
Apply via Gram Panchayat (Offline)
offlineVisit your Gram Panchayat office → inform them you need an IHHL under SBM → Panchayat secretary registers your application on the SBM portal on your behalf → you receive an application number → Gram Panchayat verifies your household has no toilet.
First Instalment Released
offlineAfter application verification by the Gram Panchayat, ₹7,000 is transferred directly to your bank account via DBT as the first instalment. Use this for toilet construction — dig pit, lay foundation, build superstructure.
Complete Toilet and Submit Photos
online / offlineComplete construction of the toilet within 3–4 months. The toilet must have proper superstructure, roof, door, and water availability. Take photos of the completed toilet with all family members standing in front → upload on sbm.gov.in or share with Gram Panchayat worker.
Receive Second Instalment
online / offlineAfter the Gram Panchayat verifies that the toilet is complete and functional (field inspection), the remaining ₹5,000 is transferred to your bank account. Track the status on sbm.gov.in → "Check Application Status" using your Application Reference Number.
