SVAMITVA (Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas) was launched on 24 April 2020 (National Panchayati Raj Day) by the Ministry of Panchayati Raj to provide a legal ownership record ("Rights of Record") for rural household properties in the Abadi (inhabited) areas of villages. Drone-based mapping by Survey of India creates precise digital maps, after which State Revenue Departments issue legally valid property cards. This enables rural residents to use their homes as collateral for bank loans. As of 2026, over 2.25 crore property owners have received cards across India.

Eligibility Criteria
Any rural household owner in a village whose property is in the Abadi (inhabited) area — not agricultural land; applicable to all categories (no income/caste restriction); property must be in a village covered under the SVAMITVA survey (state-wise rollout); NRI property owners and absentee owners also eligible if property is in rural Abadi area

How to Apply
Check if Your Village is Covered
onlineGo to svamitva.nic.in → "Progress Dashboard" → select your state → check if your district/block/village has completed the drone survey. If not yet surveyed, your property card will be issued once the survey is conducted in your area (typically within 3 years of state MoU).
Participate in Drone Survey
offlineWhen Survey of India drones survey your village (announced by district administration), ensure your house boundary is clearly visible and accessible. No application is required — drones automatically map all structures in the Abadi area. Mark any disputed boundaries to village officials before the survey.
Verify Draft Map (Enquiry Phase)
offlineAfter drone survey, a draft property map is shared with the village. The Gram Panchayat displays the draft maps for a 15–30 day enquiry period. Visit the Gram Panchayat and verify your property boundary on the map. Report discrepancies to the tehsildar or village patwari immediately.
Receive Property Card
offlineAfter the enquiry period and state revenue department validation, property cards (also called Adhikar Abhilekh, Gharauti, Chaavdi Utara depending on state) are issued. Cards may be distributed at special camps organized by the district administration or via PM at state-level events.
Download Digital Property Card
onlineLog in to svamitva.nic.in → enter your state → search by district, tehsil, and village → enter your property ID or owner name → download the property card as PDF. A physical card is also issued by the state revenue department. Use the card for bank loans, mutation, and tax records.
